The City of Norwood Payneham & St Peters provides a comprehensive library service to the community with a range of collections held at three conveniently located libraries in Norwood, Felixstow and St Peters.
Collections include a range of best selling, modern and classic titles, graphic novels, books covering lifestyle needs, popular magazines, state and national newspapers, audiobooks, music on CD and popular DVDs and videos. A wide range of children’s and youth collections are also available for all reading ages. The Payneham Library also has a range of material in Languages Other than English (LOTE) tailored to suit the needs of our community.
All Libraries provide free access to the Internet and other computer applications, however bookings are essential for this popular service. Laser printers, colour photocopier, and a fax service are also available.
The Libraries also offer an extensive range of programs and services for the benefit of the community. They currently include Baby Bounce Sessions, Storytime, School Holiday Programs, Author Visits, Lifelong Learning Workshops, Home Library Services, Reading Groups, Reader Guidance and Computer Training Sessions. In addition, the Libraries also offer a reference and information service to support your lifelong learning needs.

Joining the Council’s Library is easy. All you need to do is visit one of the conveniently located Libraries in Norwood, Felixstow or St Peters and bring two forms of personal identification. These must include your full name and current address. After you have completed an application you will receive your Library access card on the spot.
Becoming a member is free and entitles you to borrow up to 30 items from seven libraries. These libraries form the SWAP Library Network which has been established to enable members to take advantage of a broader access to materials and collections shared between these seven libraries. Members have easy access to the entire SWAP network catalogue online from your home or office. This online catalogue can be accessed via the Council website at www.npsp.sa.gov.au or direct at
www.swaplib.sa.gov.au. Any items or resources you order can be collected from your closest Library.
With an email or SMS notification service also an option for members, ordering your favourite titles has never been easier.

Council Meetings are held on the first Monday of each month from 7.00 – 11.00 pm.
When the first Monday of the month falls on a public holiday, meetings are held on the second Monday of the month, unless otherwise determined by the Council. A full list of Council Meeting Dates for each year is available from the Council’s website at www.npsp.sa.gov.au
Development Assessment Panel (DAP) Meeting Times and Places
The Development Assessment Panel meets on the third Monday of each month at 7 pm.
When the third Monday of the month falls on a public holiday, DAP meetings are held on the third Wednesday of each month.
The DAP assesses approximately 8% of all Development Applications lodged with the remaining 92% being considered by staff under delegated authority

Both Council and DAP meetings are held in the Council Chambers at the Norwood Town Hall, 175 The Parade Norwood and are open to members of the public. However, except for previously approved deputations, it is not possible to join in the debate or speak at a Council meeting.

The City of Norwood Payneham & St Peters is comprised of seven Wards: East Adelaide/Kent Town; Kensington; Payneham; Stepney/Maylands; Torrens; Trinity; and West Norwood. This enables equality in representation and decision making. Each ward is represented by two (2) Elected Members, with the exception of the Torrens Ward, due to its larger size, which is represented by three (3). You elect the Mayor and Elected Members by voting in local elections to represent the interests and needs of the community, provide community leadership and guidance, and to facilitate open communication between the community and the Council.

Local Government elections are now held every four years with elections occurring in November 2006.

Local government elections are conducted entirely by postal ballot. Voting papers, including candidate information and voting instructions, will be posted to all residents and business owners/tenants enrolled to vote in the week beginning 23 October 2006.
Voting closes on Friday 10 November at 5.00 pm and counting of votes commences on Saturday 11 November.
All eligible property owners are strongly encouraged to vote as this is your chance to help shape the future of your local community.

Look East is the Council’s community newsletter.
Published on a quarterly basis and distributed to approximately 18,000 households and 3,000 businesses across the City of Norwood Payneham & St Peters, this 16 page community newsletter is printed on 100% Australian recycled paper and produced entirely in-house.
Look East combines profiles of clubs, organisations and individuals within our community with stories of events, programs and community news. It includes articles on our City’s cultural history, youth news and the environment, as well as providing updates on Council projects and initiatives.The newsletter also includes a handy diary dates page that lists upcoming council and community events and to which residents are invited to contribute event information.

What’s On in the City of Norwood Payneham & St Peters
The City of Norwood Payneham & St Peters places a high priority on business and economic development. This objective is achieved in part through an exciting program of annual community events which brings visitors into our City and adds to the vibrancy of the community. Through this community event program, relationships with retailers, property owners, trader associations and other key stakeholders which foster economic development, can be further consolidated.

The Natuzzi The Parade Food, Wine & Music Festival is the flagship event on the Norwood Payneham & St Peters’ event calendar. But it’s more than that - the Festival is also firmly entrenched in the social and cultural fabric of the State and is regarded by many as one of Adelaide’s premier food and wine events.
The Parade, Norwood, comes alive with more than 84000 revellers who gather to enjoy the extravagant combination of fine food, wine, music and fashion - all on one long, indulgent Sunday afternoon in the sun.
And it’s on again in 2007!
The 2007 Natuzzi The Parade Food, Wine & Music Festival will be held on Sunday 25 February from 12.00 noon – 8.00 pm. The Festival will be held along the length of The Parade, Norwood, from Osmond Terrace to Portrush Road.
The Festival typically features more than 20 participating traders who present approximately 50 gourmet dishes. Combine this with a wine list with over 100 wines to choose from and you have the makings of a fantastic gastronomical experience!
But it’s not just about food and wine. The Festival is also home to six different stages and a diverse music program of jazz, blues, funk, house, pop, and classis rock’n’roll. And of course there were the jaw-dropping fashion parades presenting the latest season collections plus a variety of other funky street fashion.
The 2006 Festival also featured the inaugural ‘Piazza on Parade’ - a quieter, market-like area located at the Portrush Road end of The Parade, in front of Festival partner, Natuzzi. The Piazza provides ample seating and a variety of market stalls and local produce, creating a family-friendly environment and village square atmosphere. Merry-go-round rides, face-painting, entertainment and other activities especially for kids, making the festival all the more family friendly, with plans to make the ‘Piazza’ even bigger and better in 2007.

Considered by many to be South Australia’s most authentic Community Christmas Pageant, the Norwood Christmas Pageant has something to delight all ages.
With more than 1500 locals participating in over 100 entries - including walking groups, drumming bands, dancers, colourful clowns, community groups and traditional floats - the event attracts an estimated 10,000 viewers who line the streets and spill out of cafes along The Parade, Norwood to see the wonderful Pageant pass by.
Organised with the tremendous assistance of a special volunteer group and open to the entire community, the Pageant is a City of Norwood Payneham & St Peters tradition.

First held in the early 1990s to provide local not-for-profit organisations with fundraising opportunities, the St Peters Fair has grown to become a unique community market and family fun day.
With a range of stalls offering everything from fresh produce, to handcrafted jewellery and locally-designed babywear, the St Peters Fair attracts more than 1000 visitors each year. Add special entertainment for the kids and a variety of delicious food and you’ve got the recipe for a perfect family day out!
The 2007 St Peters Fair is on Saturday 24 of March at Linde Reserve and Dunstone Grove, Stepney, from 10.00am - 4.00pm and will also celebrate Harmony Day.

The Mullet Festival is a biennial event that celebrates youth arts and creativity in Adelaide’s eastern fringes.
The Festival provides a range of innovative opportunities for young people to develop new skills through performance, exhibitions, displays, workshops and networking opportunities.
On 26 January each year, the City of Norwood Payneham & St Peters celebrates what’s great about Australia and being Australian on Australia Day.
The Australia Day program includes a Citizenship Ceremony and presentation of the Local Australia Day Awards. These include the Australia Day Citizen and Young Citizen of the Year Awards and the Community Event of the Year, organised in conjunction with the Australia Day Council of South Australia.
Held in the Norwood Concert Hall, the event features a range of performances that celebrate our multiculturalism and national heritage.
Australia Day 2007 will be held from 9.00 am on Friday 26 January at the Norwood Concert Hall.

The City of Norwood Payneham & St Peters supports special community concerts that are held twice a year at the Payneham Youth Centre. Featuring performances by the Payneham City Concert Band and a guest artist, the concerts are free and open to the entire community.
The concerts start at 2.00 pm and are held at the Payneham Youth Centre, Turner Street, Felixstow.

The City of Norwood Payneham & St Peters Community Care Service assists residents who are frail aged and/or younger residents living with a disability, to stay in their homes, by providing a range of services.
The Community Care Service aims:
• to work in partnership with clients and carers;
• to promote independence;
• to respect privacy and confidentiality;
• ensure clients and carers are treated with dignity and respect;
• to work in collaboration with other service providers including General Practitioners; and
• to reintegrate individuals back into their local community.
Home Care Services are available to residents who live within the City of Norwood Payneham & St Peters and are funded by the Council and Home and Community Care (HACC) jointly funded by the Australian and State/Territory Governments.
The services are available to the frail aged or younger people with disabilities and/or their carers, who are at risk of premature institutionalisation.
The aim of these services is to give residents the option of remaining in their own homes for as long as they are able. All services require an initial assessment, which involves an informal discussion about the needs and requirements of each individual.
Services include:
• shopping, domestic and personal care;
• transport;
• banking and bill paying;
• various social support activities such as Friendly Visiting, Health & Fitness Programmes, and Social Support Programmes.
Services are provided by staff, volunteers and contracted agencies.

The Home Maintenance Team, with assistance from volunteers, perform a variety of home maintenance jobs within the City. The service is provided to residents who own their own property and are eligible for Home and Community care assistance.
The work performed is of an essential nature and may include:
• Minor modification to address safety issues
• Minor repairs - replace globes, washers, taps
• Minor carpentry repairs
• Fencing Repairs
• Removal of accumulated debris/rubbish
• Minor tree cutting

The Home Maintenance Team is skilled in providing home safety and security assessments and information and advice on home security hardware. This also includes installation of security hardware and referral to other agencies as appropriate.

Another vital aspect of service provision is advocacy for clients and carers whether it be on an individual, group or State level. This may include advocating and lobbying appropriate government departments on issues affecting clients and carers on a global scale or on an individual level assisting clients in dealing with other agencies in accessing further services or finding an appropriate advocate from another agency.

It is a requirement of the Dog and Cat Management Act 1995 for all dogs which are three (3) months of age or over to be registered with the Council from 1 July to 30 June, each year. It is an offence if a dog attacks or harasses a person, another dog or animal. The Council’s General Inspectors will investigate any reports of dog attacks/harassments and expiation notices or Orders (as provided for under the Act) may apply. For further information, please telephone the Inspectors on
8366 4525.
It is an offence for a dog to bark at a level which would be considered to be persistent and interferes with the peace and comfort of residents. The Council’s General Inspectors will initiate a process in dealing with barking dog complaints once reported. This requires the owner of the dog, to meet with the Council General Inspectors to discuss the matter and decide on measures which can be adopted to reduce unnecessary barking.
If the problem persists, Council staff will undertake a formal investigation that requires the complainant and the owner of the dog to provide “barking dog diaries”. Expiation notices or Orders (as provided for under the Act) may apply.
The Council has a dog pound at its Depot at (Davis Road, Glynde) at which dogs that are impounded are kept for a number of days. If these dogs are not collected by their owners they are taken to the Animal Welfare League.
Dogs reported as wandering at large after-hours (between 5.15pm and 10pm, any day) are collected by the Council’s after-hours contractor and kept at the contractor’s facility at Glen Osmond until either collected by their owners or are transported to the Animal Welfare League.
The Council is committed to the controlled destruction of European Wasp nests found within the City and has engaged ProPest to provide this service.
However, locating European Wasp nests is the responsibility of the landowner. Once a nest has been located, it will be destoyed by ProPest at no cost to a resident of the City of Norwood Payneham & St Peters.
When you have located the nest do not disturb it, call the European Wasp Hotline on
1300 307 773 to report it so it can be destroyed
in a safe and professional manner.

The City of Norwood Payneham & St Peters holds an average of five Citizenship Ceremonies each year, including the Australia Day celebrations. Conducted by the Mayor, the ceremonies are formal, simple and dignified occasions.
Candidates are invited to attend a ceremony, along with family and friends. Following the ceremony, refreshments are served and you, your friends and family are invited to stay and meet other new citizens and their invited guests.
When you make the decision to become an Australian Citizen, you will need to complete the following steps:
1. Obtain an application kit from your local Council, Post Office or connect to the link below.
2. Complete the application form and lodge it at the Post Office or Department of Immigration and Multicultural
ffairs with the payment fee.
3. You will be contacted by the Department of Immigration and Multicultural Affairs to attend an interview at their office.

The Eastside Business Enterprise Centre (EBEC) is part-funded by the Cities of Norwood Payneham & St Peters, Prospect, Burnside and Campbelltown, as well as the State Government’s Department of Trade and Economic Development.

In South Australia, a small business can be operated from home provided that it can meet the requirements of a “Home Activity” as defined by the Development Regulations 1993.
A business that meets the requirements of a “Home Activity” does not constitute development and therefore does not require development approval from the Council.
Prior to undertaking a home activity, it is advisable to check with the Council to ensure that the business is in accord with the home activity definition and guidelines, and therefore exempt from requiring development authorisation. The Council has committed almost $4 million towards the refurbishment, replacement and upgrading of its major infrastructure for the 2006/2007 year.
The Council is responsible for maintaining 171 kilometres of roads, 342 kilometres of kerb and watertable, 520,000 square metres of footpaths, 20 kilometres of water courses, 32 kilometres of lateral drainage systems, and 2038 drainage structures.
The budgeted funds of $3.94 million will be
allocated as follows:

In addition to maintaining the existing infrastructure, the Council has allocated funds for the full reconstruction of a section of Dover Street between Portrush Road and Phillis Street (280 m in length.)

The Council’s Community Arts Program promotes and supports creativity and artistic expression in the City of Norwood Payneham & St Peters. To guide this program, the Council has developed the Community Arts Strategic Plan 2008. The Plan has evolved through consultation with the general community, the business community, artists and arts organisations.
In accordance with the Plan, the Council aims to assist the community to develop a strong local identity through community arts, visual arts, music, theatre, opera, dance, history and local culture.
Central to this process is the valuing of heritage and education, the celebration of multiculturalism and the creation of opportunities to develop new skills.
By working with community groups, artists and arts organisations, the Council aims to promote opportunities for creative expression through public art, arts workshops, school holiday programs, exhibitions, support of our civic bands and orchestra and by building partnerships with local arts organisations, cultural groups, colleges and schools.

The City of Norwood Payneham & St Peters provides transport for people living in the Council area who have difficulty using public transport, namely the frail aged, people with disabilities and their carers.
The service operates two community buses, one of which has access for people with a disability. The community buses are driven by a team of volunteers who provide a friendly, helpful and professional service.
Transport is provided to Senior Citizens Clubs, Council-run programs and other community groups. Transport is also provided for eligible residents to local shopping centres on a weekly basis.
Cost: Gold Coin donation each way.
The Community Bus is available for charter by local non-profit community groups for a community purpose within the local area eg. community groups, schools, churches, youth groups and service clubs. Priority will be given to the frail aged and younger disabled groups.

The City of Norwood Payneham & St Peters provides two distinct Community Funding Programs:
• the Community Support Donation Program; and
• the Community Project Grant Program.
The purpose of the Community Funding Program is to:
• assist eligible organisations and community groups to make a positive contribution to community life in the City of Norwood Payneham & St Peters; and
• assist community groups and the individuals within them to develop capacity, skill, knowledge and awareness, thereby building community strength.
Community Funding programs seek to build capacity, knowledge, awareness and skill within the community so that the community can identify its own needs and work with others to address those needs.

It is recognised that some groups within the community have had a long tradition of providing service to the local community. It is also recognised that newly established community groups require support in the early years. In recognition of this, the City of Norwood Payneham & St Peters offers a donation program which is available to eligible groups who can demonstrate ongoing service to the community over a number of years or who can demonstrate the need to establish a specific community group.
The Community Support Donation Program is ongoing, with eligible groups invited to apply for a donation up to a maximum of $1000 at any time of the year. Applications for grants from the Community Project Grant Program open early in 2007. Advertisements inviting community groups to apply are placed in the local Messenger newspapers and on the Council Noticeboard section of the Council website.
A maximum of $5000 per annum is available to groups with eligible projects.
The Community Project Grant Program is designed to assist local non-profit community groups and incorporated organisations to conduct innovative projects that benefit the community.
The program is tied to the achievement of specific project objectives, defined by each applicant, and grant funds are not therefore given in the form of a donation.
Each year the program identifies specific priority areas for funding as agreed by the Council in line with corporate strategic directions and identified needs.
The City’s of Norwood Payneham & St Peters derives many benefits from its large number of intact heritage buildings which help to define character, ambience and sense of place throughout many parts of the City, setting it apart from other parts of South Australia.
Three times each year, owners of Local Heritage Places are invited to apply for financial assistance via the Council’s Local Heritage Place Grant Scheme, for partial funding of conservation and restoration works of their heritage properties. The aim of the Scheme is to provide an owner of a Local Heritage Place with a source of funds to assist with the works to be undertaken (in sympathy with the heritage values of the Local Heritage Place), thereby preserving and enhancing the long-term heritage value of the property.
The Scheme only applies to the maintenance and upgrading of buildings, which are contained on Council’s list of Local Heritage Places. The Council’s Development Plan lists some 697 Local Heritage Places. A relatively small number of these are owned by the Council or State Government, which are excluded from accessing funding under the Scheme.
Up to 30% of the cost of the works will be contributed by the Scheme, up to a maximum of $3,000. Work that has already commenced will not be eligible. The grant funds are paid following demonstrated completion of the project in accordance with the agreement entered into with the Council.

A valid development authorisation must be obtained before undertaking any activity that is defined as ‘development’. The definition of ‘development’ includes:
• building work including the demolition, construction, alteration or addition to a building or structure;
• a change in the use of land (ie from office to consulting room, residential to office, shop to office etc);
• the division of land;
• the construction or alteration of a road, street or thoroughfare on land;
• the creation of fortifications;
• in relation to a State Heritage Place - the demolition, removal, conversion, alteration or painting of, or addition to, the place, or any other work that could materially affect the heritage value of the place;
• in relation to a Local Heritage Place - the demolition, removal, conversion, alteration of, or addition to, the place, or any other work (not including painting but including, in the case of a tree, any tree damaging activity) that could materially affect the heritage value of the place;
• in relation to a significant tree - any tree damaging activity;
• prescribed mining operations on land;
• an act or activity in relation to land declared by regulation to constitute development; and
• any excavation and / or filling of land, or the forming of a levee or mound, in a Watercourse Zone, Flood Zone or Flood Plain delineated by the Development Plan, or in any other area or zone shown as being subject to flooding or inundation in the relevant Development Plan.
An application for provisional development plan (planning) consent is assessed against the relevant provisions of the Council's Development Plan, which is the policy document used to guide the growth and re-development of Norwood Payneham & St Peters in an orderly manner.

The DAP assesses approximately 8% of all development applications within the City with the remaining 92% being considered by staff under delegated authority.
The Council, with funding assistance received from Heritage SA, has endorsed a Heritage Advisory Service. The free service is offered to owners of State Heritage Places, Local Heritage Places and owners of buildings (whether specifically listed or not) within a Historic (Conservation) Zone. Owners are able to obtain advice on building, maintenance, conservation and renovation proposals, as well as advice on possible funding sources and assistance with development applications.

The Eastern Health Authority (EHA) is a regional subsidiary of the City of Norwood Payneham & St Peters and the Cities of Burnside, Campbelltown, Prospect and the Town of Walkerville. The EHA undertakes public and environmental health management on behalf of the Council.
The Eastern Health Authority provides in particular:
• a medical needle disposal service;
• notification of infectious diseases;
• immunisation programs;
• management of environmental sanitation, including pollution incident reporting;
• inspections and monitoring of the quality of food premises;
• administration of the requirements under the Supported Residential Facilities Act, The Environment Protection Act, The Food Act and the Public and Environmental Health Act.

Property owners have an obligation to ensure that their property is maintained in a manner which reduces fire danger. Council staff undertake inspections of vacant land prior to the fire danger season each year (1 December – 30 April).
Property owners are encouraged to keep any grass on their property at minimum height during the fire danger season. If Council staff determine that any growth on a property poses a fire a hazard, a notice issued under the Fire and Emergency Services Act 2005 will be sent to the property owner, requiring the flammable growth be removed within a specified period. If the material is not removed then the Council may arrange for the removal of the material. The cost of this work is charged back to the property owner. The Community Graffiti Removal Program aims to rapidly remove graffiti from properties in the region in order to deter offenders and to maintain a clean and graffiti free environment.
To report graffiti for removal, please notify the Council’s Customer Service staff on telephone 8366 4555.
The Community Graffiti Removal Program is a regional program covering the two council areas of Norwood Payneham & St Peters and Campbelltown. Over 30 volunteers are involved with the program and enjoy great camaraderie whilst undertaking their activities.

The City of Norwood Payneham & St Peters enjoys more than 180 hectares of beautiful parks and gardens helping you to fulfill all your recreation and relaxation needs.
This includes open space alongside facilities such as tennis, netball and basketball courts, cricket pitches and football fields. Some additional features are children’s playgrounds, the River Torrens Linear Park with its network of quality walking and bike trails, the St Peters Billabong, two local swimming centres at Norwood and Payneham, and the heritage Norwood Oval.
General amenities at many of the venues include electric barbeques, picnic tables and bench seating, as well as shade, shelters and grassed areas.
There is also access to power and parking at some venues, with many easily reached via public transport. This can be very useful when considering a function or outside event in your local park. The facilities are provided for your enjoyment and we encourage you to take advantage of them whenever you can.

The St Peters Billabong is a fantastic example of the community and the Council working hand in hand to rejuvenate our local environment. The billabong was formed when an old section of the River Torrens was isolated from the main stream in the 1970s, due to problems with bank erosion.
Located adjacent the River Torrens at River Park, the St Peters Billabong has been rejuvenated over a number of years commencing in 2000. The rejuvenation program involved clearing the buildup of sediment and overgrowth of reeds that had been occurring since the 1970s and was primarily undertaken to improve the habitat value and water quality entering the River Torrens.
After extensive de-silting, which increased the Billabong’s water depth, the Billabong is now able to hold 23.5 megalitres of water and has a pond surface area of 1.42ha. Ongoing projects at the Billabong include weed eradication, native tree planting and water quality testing.

Resident Parking Permits
Residential Parking Permits may be available to some residents and property owners. These permits exempt a vehicle from time-limit areas or enable a vehicle to park in an existing Permit Zone dedicated to resident parking only. For further information, please telephone the Council on 8366 4525.

Council rate notices are issued in July and can be paid either in full by the due date (1st September 2006) or in four quarterly installments:
• 1st September 2006;
• 1st December 2006;
• 1st March 2007; and
• 1st June 2007.
If paying by installments, the Council will send out separate installment notices approximately 30 days before each payment is due.
Payments may be made more frequently if desired, but please ensure that each quarterly instalment amount is met by the due date indicated on your rate notice.

This 1950s swimming centre is ‘a classic Australian local pool’. It offers that great combination of a superb setting and a relaxing atmosphere.
If you are a lap swimmer or recreational swimmer there’s usually plenty of room. The pool is a great venue for families, group BBQs or birthday parties - with a shaded/heated toddlers’ pool, and heated 50 metre main pool with diving board - everyone is catered for. What is a Significant Tree?
The Development Act and Regulations 1993 states that any activity that affects a “significant tree” is development.
A “significant tree” is:
• any tree in Metropolitan Adelaide that has a trunk circumference of 2.0 metres or more; or
• in the case of trees with multiple trunks, that have trunks with a total circumference of 2.0 metres or more and an average circumference of 625 millimetres or more measured at a point 1.0 metres above natural ground level; or
• any tree identified as a significant tree in the Development Plan.
What is a Tree Damaging Activity?
A “Tree Damaging Activity” is any act or activity that causes damage to the tree including killing or destruction, removal, severing branches, limbs, stems or trunks, ring barking, topping or lopping or any other substantial damage to a tree.
Only urgent tree damaging activity can be carried out to a significant tree without approval where it is necessary to protect any person or building or in other prescribed circumstances.
Maintenance pruning not likely to affect the health or appearance of the tree is not controlled. Maintenance pruning can generally be taken to mean:
• the removal of deadwood, diseased, dying, defective and conflicting branches (this includes the removal of foreign objects and plant matter deemed to be detrimental to the tree); and
• remedial pruning.

The Council has a number of venues for hire. They range from small meeting rooms at the Payneham Community Centre to the fully serviced Norwood Concert Hall, available for graduation ceremonies, wedding receptions, trade shows, etc.

The Norwood Concert Hall, situated on the first floor of the Norwood Town Hall, is a multi functional venue of elegance and grand style.
An outstanding example of late Edwardian architecture, the Concert Hall has been renovated to the most exacting standards to preserve and enhance both its character and detail. And still it remains, as always, a much used and sought after venue.
Be it a wedding to remember, an Adelaide Festival production, a product launch, a school concert, a cocktail party, a grand ball or an international act, the Concert Hall caters to all. The versatility of the space allows theatre style seating, cabaret with tables and chairs, a clear floor or any combination of the above. There is also a well equipped bar and kitchen, disabled access, air-conditioning and a fly tower.
Apart from its stunning architecture, the main feature of the Norwood Concert Hall is the Main Hall and its ample stage area.
As a concert venue, the Main Hall seats 800 in luxurious surroundings. The stage measures 15m x 16m, making it one of the largest in the State. Its fly tower is 11 metres high and the understage dressing room complex is large and well equipped.
As a wedding or cabaret venue the Norwood Concert Hall, with a floor space of 460 square metres, can cater for up to 350 guests seated at round tables with provision for a large dance floor area. Alternatively, the room can be cleared to enable a cocktail party for up to 600 guests.
The style of the old combined with practical new features, including modem kitchen and bar facilities, theatre lighting and sound equipment, and wheelchair accessibility, create a total venue of charm, functionality and flexibility.

The Payneham Community Centre, previously the Payneham Primary School, is a heritage listed building with charm. The Centre has a beautiful sandstone exterior, barbecue and lawn area and a welcoming atmosphere inside. The Centre is regularly hired by community groups and service clubs for meetings, or by private and commercial hirers for parties and seminars. Public car park available.
The capacity, with guests seated at trestles is as follows:
Main hall 75, small hall 60, Rooms 1& 2, 35 people, meeting room 10. Trestle tables and chairs in all rooms.
Resources: Common room with electric stove, fridge, urns, kitchen table and chairs. Domestic kitchen suitable for small scale catering with gas stove, pie warmer, fridge, urns, bench space for food preparation .
Overhead projector and video for hire during office hours, two whiteboards available.
Both of these venues are hired by community groups running short term classes/ workshops with basic requirements for rooms and catering.
The Perriam Centre has one large room, two smaller rooms for meetings, and a kitchen. Capacity: Main Hall - 80 people seated at trestles, 100 lecture style seating. Bowls room - 40 people lecture style seating, library 10 seated at table.

The St Peters Youth Centre has one main hall with kitchen. The two venues are attached. Capacity: Main hall 80 people around tables or120 people lecture style seating. Resources: trestle tables and chairs, domestic kitchen with oven and fridge.
The St Peters Town Hall is a heritage listed building. Both the Concert and Banquet Halls are for hire within this venue. The Concert Hall has beautiful wooden floors, large stage with curtains, art deco lighting and all the grandeur associated with its heritage. This hall is regularly hired for concerts, weddings and commercial sales. The Banquet Hall is a smaller intimate hall with parquetry floors and art deco lighting. This hall is regularly hired for commercial sales, small scale weddings or parties.

A recently built venue with a modern interior that is ideal for creating an impression either for seminars, meetings or celebrations. There are three rooms available for hire with the added convenience of removing walls to suit your needs. The “Payneham Room” also has a stage that can be removed or dance floor added upon request.
Capacity: 180 people seated at trestles (with stage) 160 at trestles (with stage and no dance floor), 200 lecture style seating.
Dimensions: 18m x 13m, room area 234m/sqr.
Resources: Semi industrial kitchen with oven, domestic dishwasher, microwave oven, fridge, boiling/cold water tap. Trestles and upholstered chairs.
The Payneham Room within the Payneham Library Complex has capacity for 20 people seated at trestles, 50 lecture style seating.
Dimensions: 6m x 9.2m, room area 55m/sqr.
Resources: 50 chairs in both rooms, two trestles in Trinity Room and three trestles in Torrens Room. One whiteboard in Torrens Room, one kitchenette with small fridge and wall urn.

In January 2004, the Council introduced a new Integrated Waste Management program for the efficient collection of household waste, domestic recycling materials and green organics throughout the City.
Household waste is collected on a weekly basis with recycling and green organics collected on a fortnightly basis on alternate weeks. Recycling and green organic collections are carried out according to the zone in which you live. To find out which week your recycling or green organic material is collected, you will need to obtain a calendar specific to your area. Calendars are available from the Council or from an interactive map located on the East Waste website at;

The Council’s and communities commitment to recycling is evident with approximately 65% of residents and businesses throughout the City participating in the fortnightly Kerbside Recycling Programme. This popular programme collects approximately over 1,634 tonnes of recyclabling each year including tin cans, glass bottles, jars, milk and juice containers, newspapers and cardboard.
Recyclables are collected fortnightly on your regular waste collection day alternating with the green organics collection. Recycling is placed in the bin with a yellow lid (240 lt). If you do not have a recycling bin with a yellow lid, please contact the Council by telephoning 8366 4513.
The following items can be recycled in your yellow lid bin:
• steel & aluminium CANS (rinsed), including empty aerosol cans;
• GLASS, bottles and jars (NO lids), but definitely NO broken or sheet glass;
• milk & juice CARTONS (squash these into ''bricks'');
• all PLASTIC CONTAINERS (NO lids);
• NEWSPAPERS, MAGAZINES & GLOSSY PAPER;
• CARDBOARD (flattened) & other paper.
No plastic bags please - plastic bags may be deposited in plastic bag recycling bins provided at local shopping centres.

Collecting green organic material helps the environment by conserving natural resources and reducing waste going to landfill (dumps). All garden material collected is mulched and composted and sold back to the community as organic garden products.
This service offers a partnership in which Council and the community work together to reduce waste in landfill
Leaves, weeds, grass clippings and garden prunings make up almost 30 percent of waste going into landfill. When buried in landfill, it is a major contributor to the generation of greenhouse gas emissions. Our City’s target is a 20% community wide reduction in greenhouse gas emissions by 2013.
To best utilise this resource, the organic material collected from your kerbside is converted to compost material.
• prunings, including branches (less than 15cm in diameter);
• weeds;
• lawn clippings;
• flowers and leaves.
Please do not place materials in plastic bags or bin liners before putting into your bin.

The Environmental Protection Authority (EPA) provides a service for the collection of hazardous household wastes and farm chemicals at a depot operated at Dry Creek.
The normal opening hours of the depot are between 9.00 am and 12 noon on the first Tuesday of the month.
The EPA will accept:
• pesticides / insecticides / herbicides
• solvents (eg. thinners)
• acids / alkalis - paints / varnishes / stains
• waste oil
• pharmaceuticals
• pool chemicals
• batteries
The Depot will not accept:
• explosives, ammunition, boat flares (contact local police station)
• pressurised gas cylinders
• radioactive materials
• asbestos
This service is only available to householders and farmers. The EPA depot will not accept wastes from businesses.
The depot is located at the corner of Magazine Road and Henschke Street, Dry Creek. For further information, please contact the EPA on 8204 2000.
The Council, in conjunction with East Waste, provides an annual residential Hard Rubbish Collection. This collection occurs over a five-week period, usually throughout August and September.
The service is designed to enable you to remove unwanted hard rubbish from your property easily, whilst ensuring it is either recycled or disposed of in an environmentally responsible way.

Help keep our waterways clear by sweeping up leaves that fall on your property and placing autumn leaves into your green organic recycling bin for kerbside collection. In addition to your efforts, the Council undertakes its annual Autumn Leaf Pick Up Program. This intensive road and footpath sweeping program occurs only in those streets which have predominantly deciduous tees. Any enquiries relating to the program can be directed to 8366 4513.
The Council offers and Battery Disposal and Car Oil Collection Service to help conserve our natural resources and protect our environment from the side effects of these high-grade pollutants. NiCad, Mercury and Lithium Batteries (ie. rechargeable batteries, watch, camera, and mobile phone batteries) are all acceptable and may be dropped off at the Council’s Depot by appointment.
