CAT AND POSSUM COMPLAINT INFORMATION

The Holdfast Bay Council does not trap or provide traps for cats or possums.

Cats
The law requires that a cat owner must provide some form of identification on the cat. Identification must be in the form of name, address and phone number on a disc attached to the cat’s collar.

There are other forms of identification, which cannot be seen such as a microchip implant.

If a cat does not have identification the law regards that cat to be feral. Should you know the owner of a nuisance cat it is recommended you speak to the owner.

Desexed cats are less likely to roam and cat owners should be encouraged to contain their cat indoors, especially at night.

Should you trap a feral cat it is suggested that you take it to a veterinary surgeon, RSPCA or the Animal Welfare League to confirm it does not have a microchip.

RSPCA
• 25 Meyer Road, Lonsdale, 8382 0888
• 10am-5pm weekdays, 10am-2pm weekends
• Will hire a cat trap for a $20 deposit and a $2 per day charge. There is no charge to put down a feral cat.

Animal Welfare League of SA Inc
• 1-19 Cormack Road, Wingfield, SA 5013
• 10am-4pm, 8268 4188
• There is no charge to put the cat down providing the cat is delivered in their trap.
• Donations are appreciated.

Traps can also be hired from the following:
Kennards Hire, 8296 3999, 8296 1001
Corner South and Seacombe Roads, Darlington SA 5047

Pest Control Service
Mr Balfour (8298 4109) can provide a cat or possum trapping service – fee negotiable.

There is no restriction on the number of cats a person can own in the Holdfast Bay area but if the domestic cats cause a nuisance (eg, bad odours) contact the Council.

Possums
A possum is a protected animal. It cannot be destroyed unless you have a Permit from National Parks and Wildlife. This Permit can be collected from the Belair National Park
(8278 5477). You may legally trap a possum without a permit but if you relocate the possum it may die because possums are territorial creatures.

An option is to provide a nest box that will relocate the possums from your roof cavity.
Possum Re-Housing Service, Mobile 0419 834 748 can provide this service or other options.
The Animal Welfare League will accept a possum providing you have a permit from National Parks and Wildlife.

The Department of Human Services (DHS) may assist with the payment of Council rates for your principal place of residence (remissions are not available on vacant land or rental premises). Please contact your nearest DHS office for details.

Late Payment of Rates
• The Local Government Act 1999 provides that Councils impose an initial fine of 2% on any payment for rates, whether by instalment or otherwise, that is received late. A payment that continues to be late is then charged a prescribed interest rate on the expiration of each month that it continues to be late in accordance with S181(8)(c) of the Local Government Act.

• The Council issues a fines notice for payment of rates when rates are overdue i.e. unpaid by the due date. Should rates remain unpaid for more than 21 days after the issue of the fines notice then the Council refers the debt to a debt collection agency for collection. The debt collection agency charges collection fees that are recoverable from the ratepayer.

Rate Relief Due To Financial Hardship

• The Local Government Act permits a Council, on the application of a ratepayer, to partially or wholly remit rates or to postpone rates, on the basis of hardship. Where a ratepayer is suffering hardship in paying rates he/she is invited to contact the Council to discuss the matter. Such inquiries are treated confidentially by the Council.

• The Council has adopted a policy that where the payment of rates will cause a ratepayer demonstrable hardship, the Council is prepared to make available extended payment arrangements.

STORMWATER POLUTION PREVENTION

The City of Holdfast Bay Stormwater Pollution Prevention Program is a joint project with the Patawalonga Catchment Water Management Board. The aim of the project is to reduce the amount of pollution entering the local stormwater system which flows into local creeks and rivers and to our local beaches.

Only clean rainwater should enter our drains. Under the Environmental Protection (Water Quality) Policy 2003 no wastewater or pollutants must enter the stormwater system. This includes air conditioning wastewater, washdown from vehicles and animals, pool back wash water and garden waste. Failure to do so may result in a $300 fine.

A local Pollution Prevention Officer is available to assist all businesses and residents in the City of Holdfast Bay to identify practices that may impact adversely on the stormwater quality, and how pollution issues can be rectified.

A Spillsafe Carwash Mat is also available free of charge to Community Groups undertaking fundraising car washes.

For more information or assistance in preventing stormwater pollution, or to report pollution incidents please phone the Stormwater Pollution Prevention Project Officer on 8229 9959.
