Council Meetings
Members of the public are welcome to attend Council and Development Assessment Panel meetings.
Full Council meets on the first and third Tuesday of each month from 7.30 pm in the Council Chambers at 172 Montacute Road, Rostrevor.
The agendas and minutes of Council’s meetings can be found on Council’s website and in the Library.
Development Assessment Panel Meetings
Development Assessment Panel (DAP) meetings are held on the first and third Tuesday of each month from 6.30 to 7.30 pm in the Council Committee Rooms at 172 Montacute Road, Rostrevor.
Development Assessment Panels assess planning applications against the City’s Development Plan which guides the majority of new development such as changes in land use, new buildings, signage, and other defined activities.

BACKYARD BURNING/COOKING
Council often receives complaints about lighting fires in backyards. Lighting fires for cooking (roasting, smoking, BBQs etc) and heating (in a household fireplace or combustion stove) is permitted. However, only clean dry timber, charcoal or heat beads can be used when lighting a fire.
Lighting fires to dispose of rubbish, prunings, leaves or confidential papers and documents is not permitted under any circumstances. Under the provisions of the Environment Protection Act “Burning Policy” 1994, Council inspectors are authorised to issue a $100 on-the-spot fine to anyone who is caught burning rubbish.
During the fire danger season, strict guidelines are applicable. The use of BBQs etc may be restricted on days of extreme fire danger or when total fire bans have been imposed. Always check for fire bans CFS Hotline 1300 362 361.
BEES
Assistance with the removal of unwanted bee swarms is available through members of the Amateur Beekeepers’ Society of South Australia Inc. A list of these beekeepers is available from the Council office. If the swarm is on Council land, please contact the City Services Department on 8366 9219 and we will arrange to have it removed.

BACKYARD BIODIVERSITY
Biodiversity refers to the interaction between all living things - plants, animals and micro-organisms, and the ecosystem of which they form a part. Broadly, biodiversity is the web of life.
Gardens growing plants native to our local area help increase habitat for local animals and insects, improving local biodiversity. Additionally, local plants in your garden can
• reduce garden maintenance
• help to conserve native plants
• save water
• minimise chemical use
Whether you have a large garden or courtyard home, you can grow native plants to improve your local environment. Council has developed a Backyard Biodiversity booklet to give you some great ideas.
Weeds - many of which are garden escapees - also threaten natural areas. By removing potential weeds from our gardens, we can reduce the threat and damage of weed invasions on our local environment.
Council has developed a Weeds booklet to help you identify and avoid potential weed species in your garden.

CITIZENSHIP
If you would like to become an Australian Citizen please complete an application form available at the Council Office or posted out on request. They may also be obtained directly from the Department of Immigration 4th Floor, 55 Currie Street, Adelaide.
Once the form is completed you will need to contact the Department of Immigration to make an appointment for an interview and lodgement of your application.
Once the application is approved, the Department of Immigration will advise the applicant and will send the Citizenship Certificate to the Council. On receipt of your certificate Council will advise you and also invite you to the next ceremony.

COMMUNITY BUS
The Campbelltown Community Bus Service is for residents of all ages.
Door to Door Service
This service will enable residents of the City of Campbelltown to access any one of the following places:-
• Target
• Kmart
• Campbelltown Public Library
• Mitre 10
The service runs on a Wednesday, Thursday and a Friday. The cost of the service is $2.00 each way.
Charter Hire
The buses are available for hire at reasonable rates to community groups and residents in Campbelltown or adjoining local government areas. Hire is available outside of route service and door-to-door service times.

COMMUNITY CARE SERVICE -

The Campbelltown Community Care Service provides assistance to residents of the City of Campbelltown area after an initial assessment of eligibility who are:
• Frail aged (or at risk).
• Unable to maintain the health and safety requirements of their home due to moderate or severe disabilities.
• Lack of family support and at risk of having to move into supported accommodation.
• Younger people with a disability and/or their carers.
There is a priority of service.
Services include:
Home Maintenance & Security
Minor Home Maintenance
Essential minor maintenance which does not require a trades certificate, such as:
• Gutter cleaning and minor repairs.
• Minor plumbing, replace tap washers.
• Changing fuses or light globes.
• Minor touch up painting.
• Other tasks assessed as essential.
Safety and Security
• Information on how to reduce safety and security risks.
• Installation of grab/hand rails or specialist referrals.
• Yard tidy and the pruning of small trees and shrubs if they present a security or safety risk.
• Installation of battery-operated smoke detectors.
• Fitting simple security locks or referral to locksmiths.
Home Help
We may provide assistance with:
• Short-term cleaning or flexible home help can be offered for up to three months while a client recovers from illness or surgery.
• Occasional spring cleaning for clients needing help with more difficult cleaning tasks.
Respite Care
Respite is available to carers who:
• Have difficulty in accessing adequate or appropriate respite.
• Have needs that cannot be met by other informal supports or services.
Volunteer Services
Transport
Where the client is unable to access transport, the program assists with:
• Transport to local and eastern regional medical specialist, dentist, physiotherapy and doctor appointments.
Shopping
Provide local transport and assistance for grocery or personal shopping. (Usually done on a fortnightly basis)
• Regular shopping.
• Shopping from a list.
• Referred to community bus.
• Providing a shopping-from-home booklet.
All volunteer services are dependent on the availability of volunteers.

COMPOSTING
Composting is an effective means of diverting ‘waste’ from landfill, and is great for use on gardens as an organic soil conditioner to add nutrients and improve soil characteristics. Materials suitable for composting include food scraps, small quantities of paper and cardboard and garden prunings.

DEVELOPMENT APPROVAL
Under the Development Act, no development can be undertaken unless it is an approved development. It is this approval which allows someone to legally build, change land use divide land or remove a significant tree (ie ‘develop’).
A development is not an approved development unless it has been checked against the provisions of the Development Plan (‘Provisional Development Plan Consent’) and the Building Code of Australia (‘Provisional Building Rules Consent’). Approval is required for land division (Strata, Community or Torrens Title) and building demolition. Other items which must be checked for approval include structural works within a building, some excavation and/or filling, removal or pruning of “significant trees”.
Provisional Development Plan Consent
Provisional Development Plan Consent is issued after a proposed development has been checked and found to satisfy the provisions of the Development Plan and Council’s policies. Most developments require planning assessment, but some may be ‘complying’ development and must be granted Provisional Development Plan Consent.
It should be noted that there are many situations where these developments may require a more detailed assessment because of particular circumstances. It is therefore advisable to consult Council officers before embarking on any development project.
Provisional Building Rules Consent
Under the Development Act, all development requires approval under the Building Rules.
Note:
• Swimming pool fences require approval.
• In South Australia, a building must be situated either on side or rear boundaries or at least 600mm off the boundary, except in very special circumstances.
Work close to a property boundary may require notification to the neighbour. For more information please discuss with Council officers.
Approval authority
An application can be made to Council for all approvals together. Alternatively an application can be made to Council for Provisional Development Plan Consent (if necessary) and Provisional Building Rules Consent separately. A Private Certifier can also be employed to check the proposed development against the Building Rules (and issue Provisional Building Rules Consent), but only the council can issue the final Development Approval.
Note: An application to Council for both building and planning consents on a standard, single storey detached dwelling takes between 3-4 weeks to finalise depending on complexity.
Information required for approval
To seek approval, a ‘Development Application Form’ must be submitted along with relevant drawings, specifications and necessary fees. Usually a site plan, floor plan and elevations are required. For building consent, construction details and specifications will be required and it may be necessary to submit a soil report and recommendations from the engineer with the footing design. Small projects such as sheds may only require a sketch of the site, floor plan and elevations with dimensions, and details of materials and member sizes to be used.

DOGS
Dog Registration
An application/registration form, available from Council, must be completed and signed by the dog owner. Concessions are available to certain groups of people such as pensioners (proof of concession must be presented).
Renewal of registration can only be effected up to August 31 in any year. Payment received after August 31 will result in $10.00 overdue fee in addition to registration fees. Proof of desexing is also required.
Registration and renewal fees:

• dog is desexed $24.00

Lost your dog?
Most dogs are picked up and taken to the Pound. Under the Dog and Cat
Management Act, any dog impounded may be disposed of after 72 hours from the
time of impounding. If your dog is lost ... ACT FAST!

EUROPEAN WASPS
Contact Council if you locate a European wasp nest. There are many other types of native wasps which are a natural part of our ecosystem.
If a nest is disturbed the wasps release a chemical which triggers the wasps to defend the nest. DO NOT DISTURB NESTS

GARDEN PRUNING DROP-OFF SERVICE
Garden prunings may be deposited at the Newton Transfer Station at Virginia Road, Newton free of charge on the second Sunday of each month. This service is available to residents only (proof of residency required). Opening hours: 8.30 am to 4.00 pm.
Material deposited will be chipped up by Council for use as mulch on Council reserves, so limitations exist for acceptable material. Branches to be no greater than 250 mm diameter. Prunings which may potentially regenerate (such as ivy and lawn-clippings) will not be accepted. Enquiries regarding this service may be
directed to Council staff on 8366 9254.

GRANTS
The aim of the Community Grants Scheme is to encourage, develop and support programs, services, facilities and projects of a health, recreational, social and community development nature, to enhance the quality of life of Campbelltown Council residents.
Applications from eligible community groups and organisations are invited annually.

The Mobile Library operates four mornings a week, visiting Nursing Homes and Retirement Villages in the Campbelltown Council area.

POSSUM TRAPS
Are you experiencing problems with possums? Are your fruit trees being ravaged by possums? Is your insulation being destroyed or damaged by possums? Are you having difficulty preventing possums accessing your loft?
Help is at hand
Possum proofing your property is the solution, but Council has Possum traps for hire to residents who want to do something about the problem. However, a permit issued by the Department of Environment and Natural Resources must be presented when applying to hire a possum trap.

TRADES AND SERVICES REGISTER
The Trades and Services Register is a list of persons who have given their names to Council indicating that they wish to be included on a Register of trades and services to provide/undertake work in this Council area.
Register includes: electricians, plumbers, home maintenance/handyman, cleaners and gardeners. The list can be obtained at the Council Office or posted out if preferred.

Campbelltown relies on its many and various volunteers. Volunteering brings benefits to both society at large and the individual volunteer. It makes important contributions, economically as well as socially. It contributes to more cohesive societies by building trust and reciprocity among citizens. WASTE COLLECTION
• Campbelltown Council provides kerbside waste, recycling and green organics collection services. Bins should be presented at the kerbside by 6.00am on the day of collection.
• Garbage placed in a 140 litre bin with a blue lid is collected weekly.
• Kerbside recycling is available on the same day of your normal waste collection each fortnight using a 240 litre bin with a yellow lid, or yellow recycling sticker.
• Glass bottles and jars, plastics (marked 1, 2, 3, 5 and 6), aluminium drinks cans, paper and cardboard, steel cans (including spray cans), milk and juice cartons and non ferrous metals may be recycled.
• To recycle correctly remove all lids from jars, bottles and containers, rinse containers (save water by using leftover dishwater), and flatten boxes. Recycle loose paper - do not bundle newspaper or cardboard.
• Green organics collection occurs on the alternate week to the recycling collection. Place only garden waste including prunings, weeds, lawn clippings, leaves and flowers in your green organics bin.
• Food waste cannot be recycled at the kerbside but is great for compost. Compost bins are available from Council at a subsidised rate.

Tyres
These items are no longer accepted in landfills as they present problems when buried complete. They can now be shredded and turned into a variety of products. Tyres are accepted as part of Council’s Hard Refuse service.
